Those sectors aren't writable on a recordable disc, they must be stamped at the factory, making burned discs impossible to boot on any stock console. So unless you have a stack of recordable discs Sony provided for developers, or a development test u it that doesn't care if discs are foreign or burned, you can't do anything with the iso. And for the price of swap magic discs nowadays, you could get at least one fmcb card and have more capability for your money.Emulating a pal ps2 game may be the better option nowadays.

You need the swapmagic ELF, doesn't matter what the region is because you're not burning it. You have to block off the sensors as normal (or use a slide tool on the fat ps2). You put in a game of your region with a you need to try a few to get one that works, then stick to it because it works. You then launch Swapmagic.elf from FMCB or Ulaunchelf and wait till it loads. When its says to press something on the screen the disc will stop spinning. You take out the boot disk (without tripping the sensors) and put in the out of region disk.
You can then press the button to start it up and play it.unfortunately we cant discuss where to obtain the swapmagic.elf here because its copywrite content, but if you do get it that's how it works.lots of people say it can't be done, but i play american discs on my PAL ps2 without a modchip, so it definitely can.
